ATT is shareholder-based by design — distributed continental ownership, so the institution depends on no single state, family or funder. Shareholding is open to individuals and institutions across the five regions and the diaspora; governments engage through MoUs, never as shareholders.

The owners of the institution — sworn in by the Constituent General Assembly.
